I think you mis-read – it is 4×25′ for 100′ total … regular price for 100′ of 11″ sealer bags is usually around $20, so this really isn’t that great of a deal. If it was actually 400′ it would be a great deal, but at 100′ it is average price, perhaps a little above average.
